Stéphane is a Program Manager and the Assistant Group Leader of the International Energy Studies Group. She joined Berkeley Lab in 2003, after working 3 years at the International Energy Agency in Paris. Stéphane has led the implementation of projects in several countries, notably in Africa. She also led the authorship of many LBNL scientific reports and has provided technical and policy-making assistance related to energy efficiency and climate change mitigation on a variety of projects for the U.S. Department of Energy, U.S. State Department, U.S. Environmental Protection Agency, World Bank, United Nations Development Program, U.S. Agency for International Development, California Energy Commission, California Air Resources Board, ClimateWorks Foundation, Hewlett Foundation, and others.

Her main contributions at Berkeley Lab have been in improving the scientific understanding of end-use energy consumption in developing countries, CO2 emissions accounting methodologies, modeling future growth, assessing energy savings, developing emissions mitigation pathways, conducting cost benefit analysis, and promoting innovative energy efficiency policy.

Stéphane has been a member of the Intergovernmental Panel on Climate Change (IPCC) since 2003 and was a contributing author to the Fourth Report which shared the Nobel Prize with Al Gore in 2008. She was also a contributing author to the Fifth Assessment Report for which she developed a methodology to account for indirect CO2 in national accountings (see https://eta.lbl.gov/publications/understanding-full-climate-change). Stéphane is now a lead author of the Industry Chapter of the Sixth Assessment Report. She is also one of the main researchers who developed the Bottom-Up Energy Analysis System (BUENAS).

Stéphane received a DEA (equivalent to a Masters) in Economics from the University Paris Dauphine.
